What WhatsApp Now Charges Your Travel Agency, and Why NAMA Adds Nothing on Top
Since 1 October 2026, every WhatsApp reply your agency sends has a price in India. Here is what Meta actually charges, what a middleman adds on top, and how NAMA tenants skip that second line entirely.

Since 1 October 2026, every reply your travel agency sends on WhatsApp has a price. The first 1,000 service messages each month are free, and after that Meta charges Rs 0.115 per delivered message in India. If you reach WhatsApp through an intermediary, you pay that rate plus whatever the intermediary adds: a per-message fee, a monthly platform fee, or a markup on Meta's own rate. NAMA tenants pay Meta directly and nothing else. NAMA is a Meta Tech Provider, which means no resale of WhatsApp usage and no markup. This post lays out the actual numbers for a small, medium and large agency, all rates as of 1 November 2026.
What changed on 1 October 2026?
Three things, all from Meta's own pricing documentation:
- Service messages, the free-form replies you send while a customer's chat is open, are charged again. They had been free since November 2024. Each business phone number now gets 1,000 free service messages a month, resetting monthly with no rollover. From message 1,001, India pays Rs 0.115 per delivered message.
- Utility templates such as booking updates and payment reminders are now charged even when sent inside the 24-hour customer service window. They had been free in that window since July 2025.
- Nothing else moved. The India rates themselves did not change: Rs 0.8631 for a marketing message and Rs 0.115 for utility, authentication and service, before GST.
One practical warning from Meta: a business number with no payment method on file can have its service messages blocked once the free allowance runs out. If you send replies through any API, check that your Meta account has a payment method attached.
What does each WhatsApp message cost a travel agency in India?
Per delivered message, Meta's India list rates as of 1 November 2026:
- Service (your reply while the customer's chat is open): Rs 0.115, after 1,000 free per number per month
- Utility (booking updates, payment reminders, re-engagement templates): Rs 0.115
- Authentication (OTPs): Rs 0.115
- Marketing (offers and promotions to opted-in customers): Rs 0.8631
Charges are per message, not per conversation. Three short replies cost three times one complete reply. And only messages from the business are charged; what the customer sends you is always free.
What does an intermediary add on top of Meta's rate?
Many agencies do not connect to Meta directly. They use a provider, and the provider's fee sits on top of Meta's charges. Two published examples from India, checked 1 November 2026:
- One large provider lists a platform fee of Rs 0.10 per message for both inbound and outbound WhatsApp messages, plus Rs 999 per month for each WhatsApp Business Account, effective 1 November 2026, with Meta's charges on top.
- Another lists Rs 0.145 per service, utility or authentication message, where Meta's rate is Rs 0.115. That is a 26 percent markup on every message, plus platform plans that start around Rs 1,215 per month.
None of this is hidden or wrong. These providers publish their rates, and the fee pays for inboxes, chatbot builders and support. But it is a real second line on your bill, and it grows with every message your team or your automation sends.
What would my agency pay in a real month?
Take a NAMA tenant. When an enquiry lands on the agency's own WhatsApp number, NAMA captures it and replies instantly from that number, and if details like dates or budget are missing, it asks for them. WhatsApp gives a business 24 hours after a customer's last message to reply freely; after that, only pre-approved template messages go through. NAMA handles that switch itself: a reply that would miss the window goes out as one Meta-approved template instead, so the traveller still hears from the agency and the conversation stays alive. These are the flows live today.
Assume two service messages per enquiry, and a re-engagement template for 30 percent of enquiries:
- Small agency, 200 enquiries a month: about Rs 7 to Meta. The 1,000 free service messages cover every acknowledgement and question.
- Medium agency, 600 enquiries: about Rs 44.
- Large agency, 2,500 enquiries: about Rs 546.
That is roughly 3 to 22 paise per enquiry handled. Run the same volumes through the per-message intermediary above and the provider's own fees alone come to Rs 1,105, Rs 1,317 and Rs 2,324 a month. Through the markup model, around Rs 1,217 to Rs 1,358. Over a year, that is Rs 13,000 to Rs 28,000 paid purely for the privilege of a middleman, before a single Meta charge.
Why does NAMA add no markup on WhatsApp messages?
Because of how NAMA is built. NAMA connects to Meta directly as a Tech Provider. Each agency onboards its own WhatsApp Business Account, owns it, adds its own payment method, and pays Meta at Meta's published rates. NAMA's terms with Meta do not allow reselling WhatsApp usage at all: no fee per message, no percentage on top, no credit line in the middle. NAMA charges only its software subscription.
So when Meta changed its pricing on 1 October, nothing changed about what a NAMA tenant owes NAMA. The tenant's WhatsApp bill is Meta's rate card, in the tenant's own account, visible line by line.
What should I check on my current provider's invoice?
Three questions, all answerable from your invoice and Meta's rate card:
- Is the per-message rate on my invoice Meta's rate, or Meta's rate plus something?
- Am I paying a monthly fee per WhatsApp number on top of message charges?
- Who bills Meta's charges: Meta directly to me, or the provider to me?
If the answers make you curious what direct looks like, onboarding your own WhatsApp Business Account to NAMA takes minutes, and the savings start with the very first acknowledgement.

Frequently asked questions
- Q: Are WhatsApp replies free for businesses in India?
- A: The first 1,000 service messages per business phone number per month are free. After that, Meta charges Rs 0.115 per delivered service message in India, as of 1 November 2026. The allowance resets monthly and does not roll over.
- Q: What is the difference between a service message and a utility message on WhatsApp?
- A: A service message is any free-form reply sent inside the 24-hour window that opens when a customer messages you. A utility message is a pre-approved template for transactional updates such as booking confirmations and payment reminders. Both cost Rs 0.115 per delivered message in India as of 1 November 2026, but only service messages get the 1,000-per-month free allowance.
- Q: Does NAMA charge per WhatsApp message?
- A: No. NAMA is a Meta Tech Provider. Each NAMA tenant connects its own WhatsApp Business Account and pays Meta directly at Meta's published rates. NAMA charges only its software subscription and adds no per-message fee or markup.
- Q: What changed in WhatsApp Business pricing on 1 October 2026?
- A: Meta resumed charging for service messages after a 1,000-per-month free allowance, and began charging for utility templates sent inside the 24-hour customer service window. The underlying India rates, Rs 0.115 for service, utility and authentication and Rs 0.8631 for marketing, did not change.
- Q: How much does a travel agency pay for WhatsApp in a month?
- A: At Meta's direct rates, an agency handling 600 enquiries a month with two replies per enquiry and one re-engagement template for a third of them pays about Rs 44 a month, before GST. An intermediary's per-message fees and monthly platform charges can add Rs 1,200 or more on top of that.
